Presidente del Senado hace un llamado al Gobierno para avanzar en agenda de seguridad y pide incorporar 16 proyectos adicionales

Entre ellos el de infraestructura crítica y el de resguardo de zonas fronterizas. Adicionalmente citó a sesión especial de la Corporación en relación con la situación diplomática con Venezuela.
El presidente del Senado Senador José García Ruminot y el vicepresidente de la Corporación senador Matías Walker hicieron un llamado al gobierno para sacar adelante el Fast Track legislativo anunciado hace un año en materia de seguridad; e incorporar nuevos proyectos de ley que aborden la grave crisis que vive el país.
El presidente señaló que “el país está viviendo una de las peores crisis de seguridad de su historia. En los últimos meses hemos sido testigos de cómo el crimen organizado ha ido penetrando en nuestra sociedad. El corolario de aquello fue la lamentable muerte del teniente Emmanuel Sánchez- ascendido póstumamente a Mayor- acribillado frente a su familia hace pocos días”.
Hoy 14 de abril, habiéndose cumplido un año del denominado acuerdo Fast track de Seguridad, el presidente comenzó haciendo un reconocimiento del trabajo del Gobierno en conjunto con el Congreso, y en particular del ex presidente del Senado, el Senador Juan Antonio Coloma.
“En un año se logró avanzar en materias importantes en exigentes plazos, despachando 23 iniciativas desde el Congreso y en esto quiero destacar el trabajo que realizó el ex presidente Coloma. Pero como todos sabemos, aún queda mucho por avanzar, de manera que se pueda acelerar la tramitación de los siete proyectos comprometidos, que aún se encuentran pendiente, junto con incluir nuevas iniciativas legales para ser despachadas en un plazo acotado dentro del año 2024”, enfatizó García Ruminot.
Entre las iniciativas que aún están en tramitación, están el proyecto que crea el ministerio de Seguridad Pública; el que mejora la persecución penal en materia de reincidencia; el que establece normas generales de uso de la fuerza; el que fortalece y moderniza el sistema de inteligencia; el que crea el Servicio Nacional de Defensoría de las víctimas, el que fortalece la institucionalidad municipal en materia de seguridad pública y prevención del delito; y el que crea el Subsistema de inteligencia Económica.
Para este año 2024 el senador García Ruminot propone la incorporación de proyectos relevantes que apuntan en la misma dirección y que son necesarios de sumar a esta Agenda de Seguridad y que son la Ley Antiterrorista; el de Infraestructura Crítica; el que regula y resguarda zonas fronterizas; el que regula los funerales de riesgo; el que modifica la carrera policial de Carabineros; el que propicia la especialización preferente de las Fuerzas de orden y seguridad pública; el fortalecimiento del Ministerio Público, el que modifica diversos textos legales en materia de ejecución de sanciones penales; entre otros.
Todos estos proyectos antes mencionados están hoy en actual tramitación en el Congreso, sin embargo, requieren de la voluntad política de todos los sectores para avanzar en su despacho.
Más que hablar de una nueva Agenda de Seguridad, el presidente se refirió a una “Nueva Estrategia Nacional de Seguridad (NENS) en el la que se pueda analizar una modernización al sistema penitenciario, un sistema de tutela para Gendarmería y las Fuerzas de Orden y Seguridad entre tantas otras materias, que permitan de manera definitiva erradicar el crimen organizado y el narcotráfico”.
Finalmente, el presidente anunció la citación una sesión especial del Senado durante esta semana, en relación con la situación diplomática que se está viviendo con Venezuela. “Nos parece que es necesario conocer más información por parte del Ejecutivo, de forma que las decisiones de nuestras relaciones diplomáticas se tomen con todos los antecedentes a la vista, resguardando la defensa de nuestra soberanía nacional”.
